James W. "Jim" Gordon ist der Captain des Gotham City Police Department. A SWAT team is sent in, led by trigger-happy Lieutenant Branden, whom Batman attempts to trap in the basement. Gordon works to rid corruption from the force, but on orders from commissioner Gillian Loeb, several masked officers attack him, including Flass, who threatens Gordon's pregnant wife.

Dick heads to Arkham and conducts a complete sweep of the crime scene.

Barbara eventually wakes up and when she laid her eyes on Gordon, she immediately began to scream for help. As Gordon tries in vain to catch him, Batman attacks Falcone, stripping him naked and tying him up in his bed after dumping his car in the river. At this point, Dick figures that Joker must have discovered Victor Zsasz's underground path which leads to the catacombs beneath Arkham. She is aided by Batman. Gordon apprehended the Peter Pan Killer when he attempted to abduct a young James Jr. Gordon rushes Barbara to the lab at Wayne Enterprises while Bullock calls in Oracle and tells her what has just happened. There is a possibility that the killer took the young girl’s keys and dropped them at the Gordon’s apartment by accident. It is heavily implied that he went on a killing spree across the country. Gordon tracks Flass down, beats him up, and leaves him naked and handcuffed in the snow. Oracle still sticks by her story and she leaves her father with lingering doubts but then James Jr. appears from other side of the cafe. In Batman Eternal, after Commissioner Gordon is arrested for unintentionally causing a serious accident in Gotham's underground railway, Gordon is visited by James Jr. while incarcerated in Blackgate. Gordon immediately goes to the clinic and finds Dr. Thompkins.
